[PRQ#72330] Deletion Request for ros-noetic-dynamic-edt-3d

MarsSeed [1] filed a deletion request for ros-noetic-dynamic-edt-3d [2]: ROS Noetic is EOL and not generally compatible with Arch Linux, only with Python 3.9 and the freshly EOL Ubuntu 20.04.
