[PRQ#44212] Deletion Request for boa-bin

MarsSeed [1] filed a deletion request for boa-bin [2]: @AsukaMinato submitted and immediately orphaned this package, of an alpha version, feature-incomplete "embeddable and experimental Javascript engine".
