[PRQ#58209] Merge Request for elm-platform

MarsSeed [1] filed a request to merge elm-platform [2] into elm- platform-bin [3]: The stable source-build package cannot be compiled and is abandoned since 2018. Better to keep only the working '-bin' package that has a maintainer.
