MarsSeed [1] filed a deletion request for soundcli [2]: Package flagged as broken since 2016 due to missing dependencies. Source has been deleted ("yanked") from RubyGems.org. [a] Not even the direct gem URL can be used to download the source. [b] This was a "CLI client for soundcloud". But as it is discontinued/deprecated and seems not salvageable, I recommend deleting it.
