[PRQ#43418] Deletion Request for deswl-shapelets-git

MarsSeed [1] filed a deletion request for deswl-shapelets-git [2]: Build is reported broken since 2022-01. Code development stopped in 2015. [a] Maintainer MIA since years. Seems like a complex scientific computational software, with minimal documentation. I recommend deletion, based on the niche use case and the age of the code. Also this is a VCS package, which in this case is pointless to keep.
