That is not what is relevant here. Please kindly see Arch Wiki's KDE Package Guidelines (which has not yet been updated for Plasma 6, but shows the naming pattern clearly): https://wiki.archlinux.org/title/KDE_package_guidelines#Plasma_widgets For Plasma 5, the pattern was `plasma5-applets-widgetname`.
plasma6-applets-weather-widget-3-git is bad for me, the repo on github is called: weather-widget-2 and version is 3.
It shouldn't be bad for you, nor for users. Changing the repo name by upstream is much hassle, but their intention is clear: they have set the 'plasma_install_package' *name* to 'package org.kde.weatherWidget-3' in CMakeLists.txt.
