[PRQ#71946] Deletion Request for ast-grep-bin

tee [1] filed a deletion request for ast-grep-bin [2]: this package only installs the `sg` binary as `ast-grep` from the zip release file, which is broken and does absolutely nothing. it doesn't install `ast-grep`.
