[PRQ#45312] Orphan Request for nekoray-bin

Amirmohammad [1] filed an orphan request for nekoray-bin [2]: I personally use this package, but it's often not kept up to date. I emailed the owner, but it has been over 24 hours, and I've received no response. I'm willing to maintain this package from now on and keep it up to date.
