[PRQ#45066] Deletion Request for pacmatic

MarsSeed [1] filed a deletion request for pacmatic [2]: Deprecated, discontinued wrapper from 2015 for pacman. Doesn't work anymore: wants to parse Arch news and arch-general mailing list from the wrong address. Better to delete, not needed.
