It was intended to replace gala-bzr and provide libgala for building wingpanel{,-bzr}, but that's only important in the case of creating a non-gala pantheon derivative. wingpanel-standalone-bzr and slingshot- launcher-standalone-bzr better serve that purpose by eliminating the need for {lib,}gala altogether.
