It was dropped from the repos with a bunch of other vestigial kde4 packages on 2017-12-17. If any users still want this package, they could start by reviving kdepimlibs4 and a few other packages from the historical versions in [extra] -- the PKGBUILDs can still be found in our svn repository. -- Eli Schwartz Bug Wrangler and Trusted User
Request #10352 has been rejected by Alad [1]: See recent comment by Chazza. It's still possible to build with some effort, and there's 41 other AUR packages depending on kdebase- workspace. [1] https://aur.archlinux.org/account/Alad/
