MarsSeed [1] filed a deletion request for pypy-cython [2]:

This dual PyPy/PyPy3 package is broken and unmaintained.

It is missing its pypy-setuptools makedepends.

It is better to delete the pypy-cython pkgbase and upload a new separate pypy3-cython pkgbase (for the new Cython 3.0) and pypy- cython0 if needed (for legacy 0.x version).
