[PRQ#38207] Merge Request for tencent-docs-bin

The reason why I create a new package rather than using the existing wedoc-bin is: the installer of this package is based on the official source, which does not have version number in it's name, so everytime Tencent Docs releases a new version, it breaks the wedoc-bin repository. By the way, 腾讯文档 has the official name of Tencent Docs, not wedoc, so I think these two repository shouldn't be merged. Request #38207 has been Rejected by muflone [1]: I'm not convinced wedoc-bin is the most suited package to survive, so I wrote to both maintainers to agree together how to merge the two packages [1] https://aur.archlinux.org/account/muflone/
