An outdated checkdepends package doesn't mean the module is broken. Anyway, I adopted perl-test-classapi, both build just fine now.
Request #51204 has been Rejected by MarsSeed [1]: Canceling the deletion request, please kindly disregard it. Maintainer @goeb has adopted and fixed the broken checkdepend package, so this now builds fine. [1] https://aur.archlinux.org/account/MarsSeed/
