It is an addon for mopidy, which is packaged in Community. However, this package requires Python 2, while mopidy as packaged in Arch is now using Python 3, rendering it incompatible with the package it is supposed to extend. Since mopidy-podcast-gpodder has been deprecated for some time, there has been no Python 3 version made available by upstream, unlike other mopidy extensions.
