It is a Garuda Linux only package. You can read this on gitlab repository:
"A downloading utility for Garuda isos which is able to use existing isos as source, downloading only differences between files using Zsync2"

Based on the description, it seems to be an application similar to multiboot USB creator and winusb/woeusb and suchlike, but which in this case targets Garuda Linux.
I don't see the problem -- the program can, presumably run on archlinux and help users manage/create special-purpose USB tools from an archlinux host system / development machine.
