Reading that rule, it can be an exception, cause its not 100% the same package as the one in official repos, cause the official repo package uses system-packages for libraries as often as possible, while in the bin uses inbuilt libraries. Also the official package demands dotnet-sdk-8.0, which is wrong, and a pr for that exists but hasn't been pulled, while this one "only" demands dotnet-sdk
