MarsSeed [1] filed a deletion request for ros-noetic-video-stream- opencv [2]: Unused. Upstream is EOL since 2020. The ROS1 (Noetic) distribution is EOL, and many of its packages are broken on and not compatible with Arch Linux, only with Python 3.9 and the EOL Ubuntu 20.04 and Qt 5.12.
