This package has been dormant for some time. Latest source code is available here: http://miniupnp.free.fr/files/, there are regular releases and the latest was on 2018-02-03. I have tried to contact the maintainer by e-mail twice with no response. I has been 10 days now with no reaction, I let you see if we need to wait more or not.
