I agree that it's not a very useful program, but I had to install it in order to get some Xilinx software to work (either Petalinux or Vivavo, I can't remember). Even if the newer versions of the Xilinx tools don't require the arch command anymore, I think we should keep it for people who need to (manually) install the old versions. -Alex
