This library still fails to build, it still lacks a use case, and upstream is still EOL since 2015. Also this package wants to build an old ffmpeg v2.7.7. H.262 is MPEG2 Video; there are working codecs for that, including the one that is embedded in main ffmpeg distribution.
Request #54092 has been Rejected by MarsSeed [1]: Maintainer has fixed the package, and there are newer sources available on GitHub. [1] https://aur.archlinux.org/account/MarsSeed/
