MarsSeed [1] filed a deletion request for kuser-frameworks [2]: Discontinued KDE applet from 2016, package is now broken. It's not useful to keep. It also depends on the deprecated kdelibs4support, kinit, kdesignerplugin, which are EOL and wont't work on the upcoming KDE Plasma 6, ETA in a few months.
