"IgnorePkg" feature request

This functionality seems fairly basic, and can be harmful if a user doesn't understand what they're doing. Partial upgrades are not supported, and I'm not sure we should have a script that enables them as part of this package. My vote would be to just have downgrade implement this functionality itself.
