If I understand gpgme correctly, you can't just tell it to use a public keyring from a given file. This applies to the gpg binary as well.
Hmm, gpg manpage list the options: --trustdb-name file and --keyring file and fore general place the --homedir dir option. gpgme have not a similar function or any possibility to use/set these?
One possibility is to allow overriding of GPGDir on a per-repo basis.
