For me the xdeltas should just be created as far as possible "without maintainer intervention" and stored alongside the package.

I'm a bit behind, just catching up on old mails. Last I checked, I thought we pretty much implemented everything you needed. The rest is really out of pacman's hands. I'd suggest you petition the arch general list, try and get some support, and basically see what the rest of the devs say.
