When only downloading a package that is in IgnorePkg, pacman incorrectly asks about installing. e.g. with <pkg> in IgnorePkg in pacman.conf:
pacman -Sddw <pkg> :: <pkg> is in IgnorePkg/IgnoreGroup. Install anyway? [Y/n]
This output is now silenced when downloading only.
