[cosmetics goes here:] I wonder why there are pl_PL and ru_RU instead of just pl and ru. By contrast with en_* and pt_* AFAIK there are no other pl_* locales and all other ru_* are useless because not used by _any_ software. -- Roman Kyrylych (Роман Кирилич)

Historical reasons for naming would be my best guess (from when locale was just becoming something at all usable).
