Most PKGBUILDs specify -i/--install-dir and -n/--bindir. So there is no need to add --no-user-install, isn't it?
You still need the --no-user-install option. It's not difficult to run makepkg without it =). You'll get a very small package and a bunch of stuff in ~/.gems.
