upgpkg: weechat 2.7-1 Remove python3.8 patch and disable php and javascript support

weechat 2.7 supports python3.8 now. Therefore we can drop our patch for it.
Furthermore I've disabled php and javascript support due to build issues with them.
For javascript see also: https://github.com/weechat/weechat/issues/360
