upgpkg: python-jinja 2.11.3-1: new upstream release

Disable three tests until setuptools works with packaging >= 20.5.

The tests fail with:

  > DeprecationWarning: Creating a LegacyVersion has been deprecated
  > and will be removed in the next major release

Upstream issue: https://github.com/pypa/setuptools/issues/2466
