upgpkg: chromium 98.0.4758.80-1: new upstream release

- Add debug package for basic backtraces only.
- Avoid using bundled strip utility for chromedriver (FS#73116).
- Remove patch to re-enable accelerated video decode via flags://
  It no longer works on non-Vulkan; instead rely on:

    --enable-features=VaapiVideoDecoder

  and either of these flags:

    --enable-features=Vulkan
    --disable-features=UseChromeOSDirectVideoDecoder
