upgpkg: borg 1.2.0-2: move python-msgpack to deps (FS#73929)

Also:

- add python-pkgconfig to build deps to avoid having to specify
  BORG_OPENSSL_PREFIX
- remove cython build dep; unneeded when using release tarballs
