[arch-dev-public] New initscripts in testing

I pushed a new initscripts package to testing tonight to try to fix
these two bugs:
http://bugs.archlinux.org/task/4316 (Status messages malformed when
using serial console)
http://bugs.archlinux.org/task/7294 (base/initscripts: Make isatty a
little more useful.)

I fixed the second one by doing away with isatty entirely in favor of
the bash test option -t.

This shouldn't affect anything but the output, but let me know if you
see any issues before I push it to current.
