It should allow public subscription, but auto-moderate (and thus
reject) all users unless explicitly allowed.  If you'd like to see the
message, you can go to the "membership" panel and check the "mod" box
next to your name, then send a message to the list.

Still pending is the archives and all that, I need to make sure they
generate properly.
