[arch-dev-public] Migration to QT4

Hello,

within a second step I updated some libs depending on qt to their new qt-4 
versions. This requires the introduction of some foo-qt3 packages.

The following packages were updated to qt-4 versions:
	qsintilla
	pyqt
	poppler-qt

"new" packages supporting old qt3:
	qscintilla-qt3
	pyqt3
	poppler-qt3

packages which needed updated dependencies:
	kdebindings
	eric
	hplip
	kdegraphics

@Damir: I did not touch qtiplot.

QCA is a similar candidate but version 2.0.0 does not compile for me. I'll 
have to look into this. If anyone know anything about how to solve this, 
please let me know. But only psi (2.0) and kdenetwork (1.0) uses qca.

PS: Currently only x86_64 packages are available in [testing].
