I wouldn't say it's _easy_, but you can move the RCS file directly.
CVS is weird like that.

Try it somewhere else first just so we don't break extra or whatever,
but, if you move, say:
   cvs-arch/arch/foo/PKGBUILD,v
to
   cvs-community/community/foo/PKGBUILD,v

That should keep the history and everything - just be careful. 8)
