update from 0.27.2-1 to 0.28.2-1 shouldn't break anything as they call
it "API and ABI backwards-compatible with 0.27.x"

I'm not sure how to test neon functionality. So please someone can give
me a GO to move it to extra?

x86_64 is already online, i686 will follow tomorrow.
