[arch-dev-public] [signoff] licenses update

Just an addition of two new licenses. Signoff should be super-easy-
make sure you have a plentiful supply of licenses in
/usr/share/licenses/common/.

PSF, Python license-  http://bugs.archlinux.org/task/9467
ZPL, Zope Public license- http://bugs.archlinux.org/task/8998

We have a few packages that use these, they may need to be updated to
point to these guys.
