Alright, had to patch svnlog, but I believe this is fixed. Now we grab
the passwd entry, decode it as utf8, then encode it in MIME
QuotedPrintable format as =?UTF-8?Q?<encoded name>?=

I think it works, I will send a sample commit now (note my encoded A's
in my name)
