[arch-dev-public] core and base cleanup, again

So, this is the final list for the cleanup:

Remove from base, but keep in core:
- ca-certificates
- lzo2
- openssl
- wpa_supplicant
- dash
- ppp
- rp-pppoe

Remove from base and move to extra:
- dialog
- hwdetect

Non-base packages to move to extra:
- dosfstools
- ntfsprogs
- ntfs-3g

Is this okay for everyone?
