[arch-dev-public] WARNING: libjpeg rebuilds are entering [testing] - devs get building!

Hi everybody,

I am pushing the libjpeg rebuilds I have done to [testing] now. I did 
most of the rebuilds required for desktops to keep work (although I 
don't guarantee even that...) and many applications still need rebuilt.  
I would recommend [testing] users not to rush to upgrade unless you are 
well prepared for some breakages.

Devs, please remember to mark off rebuilt packages from the TODO list as 
you go.
