[arch-dev-public] Adding two packages to [core]

Hi,

With gcc-4.4 nearing release (once licensing issues are resolved), I 
will be adding two new deps for gcc to the [core] repo.  PPL and 
Cloog-PPL are required for graphite optimizations which were merged in 
gcc-4.4.  A default ppl install is 15MB of libraries etc and 20MB of 
documentation so I will be building it with "!docs".
