[arch-dev-public] building in (clean) chroots

I still see packages appearing that haven't been built in (clean)
chroots. One example is mplayer on x86_64, which has VDPAU support. For
this, nvidia drivers are needed, which doesn't belong in a chroot where
packages for the repositories are built.

Please build in chroots, and if it's not clean, please namcap your
packages before uploading. I see too many differences in packages for
i686 and x86_64 because of this.
