[arch-dev-public] Projects back up, dev site back up

Projects is up. Observations:
* Because we export it over NFS, we lose the UIDs and thus the author
column sometimes looks bunk

Dev site is up, mostly:
* I didn't do anything with home directories or anything at all in the
non-HTTPS realm, other than a redirect
* Sometimes when you hit the / URL, it returns a binary file. Not sure why
