[arch-dev-public] Reopening bugs

Lately, I've seen lots of old and fixed bugs reopened because people
have a different bug with the same symptoms, and request reopen. It's
very annoying, because you have a bug report with lots of unrelated
information on actually different bugs. Also, the original closing
message gets lost. I am unable to see who reopened a bug, so I don't
know who keeps doing it - but please don't.
