[arch-dev-public] toolchain update

Hi,

I have just put up a couple of small TODO lists for the toolchain 
rebuild I will do sometime in the next week now the the python rebuild 
is slightly delayed.

I will replace libelf with elfutils as this allows the building of the 
useful tools/perf.

There is also a ppl update which has a few soname bumps.

There is also a gcc update and a glibc release tagged (both bug fix 
releases).

The rebuilds are small and I expect no issues...
