[arch-dev-public] permissions to close bugs on Flyspray

After a discussion on IRC today and on the advice of Allan, I send this 
message to request permissions to close bugs on Flyspray.

My username on Flyspray is "stephane" (which I think is only a regular user, 
not a developer account).
