When I added new devs to Developers group on bugtracker
your account was st_0xef.
It had all required permissions, but you abandoned it
(changed real name to "Unused account" and address to "Nobody at nowhere.com")
in favour of the new account without notification.

I've restored realname and address in st_0xef account,
so that it appears correctly in existing reports,
removed it from Developers group and disabled it.
New account (stephane) is added to the group.
