Yes, that's the expected behavior. You need to use the -g flag to
start in graphics mode.  This flag will only work with xlinks because
it has graphics support built-in.

I guess that, if your system has the X and graphics libraries
installed, your can just forget about links and just use xlinks for
text or graphic browsing.  Or, you can use an alias if you want xlinks
to start in graphic mode by default.
