[arch-dev-public] Problem with testing repository?

/bin/cp: cannot create regular file 
`/srv/ftp/testing/os/i686/testing.db.tar.gz': Permission denied
failed to move repository testing-i686.
 is this normal?
I just wanted to add a package to testing repository?
